Çalışma edimi insanoğlu kadar kadim ve onun hayatta kalabilmesi elzem olan bir eylemdir. İnsanın varlığından ayırılamayan bir parça olan çalışma güdüsü ve onun eyleme dönüşmesi tarih boyunca birçok farklı türde gerçekleşmiş birinci sanayi devrimi ile birlikte bugünkü kabul edilen ücrete ve bazı standartlara dayalı olan halini almıştır. Günümüz itibariyle dördüncüsünü yaşadığımız endüstri devrimlerinin her birinde çalışma edimi ve sosyal politikanın emeğe ve emekçiye olan yaklaşımı değişime uğramıştır. Söz konusu değişimin en radikali ise günümüzde yaşanmaya devam etmektedir. 2000'li yılların başında tartışılmaya başlanılan endüstri 4.0 ile birlikte üretimde kullanılan emek faktörünün otonom robotlar ile ikamesi gündeme gelmiştir. Tez çalışması kapsamında birinci sanayi devriminden dördüncü sanayi devrimine tüm endüstri devrimleri sosyal politika perspektifinde incelenmiş sebep ve sonuçları bireysel ve toplumsal anlamda tasnif edilerek yorumlanmıştır. Akabinde endüstri 4.0'ın işgücü piyasaları ve sosyal politikanın temel alanları üzerindeki etkileri veriler çerçevesinde analiz edilmeye çalışılmıştır. Gerçekleştirilen analizler çerçevesinde endüstri 4.0'ın özellikle eğitim düzeyi düşük ve niteliksiz işgücü üzerinde işsizlik faktörü meyana getirdiği ve belli ölçüde istihdamı daralttığı görülmüştür. Yine çalışma kapsamında robotların yakın gelecekte iş ilişkisinin bir tarafı olarak görülmesi ile sosyal politikanın temel alanları olan sosyal güvenlik, iş sağlığı ve güvenliği, iş ve sosyal güvenlik hukuku, sendikal örgütlenme, sosyal diyalogda yeniden bir yapılanmaya gerek duyulacağı kanısına ulaşılmıştır.
The act of work is as ancient as human beings and essential for its survival. The motivation to work, which is an inseparable part of human existence, and its transformation into action, has taken its form based on today's accepted wages and some standards with the first industrial revolution, which has taken place in many different types throughout history. As of today, in each of the industrial revolutions in which we are living, the approach of work and social policy towards labor and labor has changed. The most radical of these changes continues to be experienced today. With industry 4.0, which started to be discussed at the beginning of the 2000s, the replacement of the labor factor used in production with autonomous robots has come to the fore. Within the scope of the thesis study, all industrial revolutions from the first industrial revolution to the fourth industrial revolution were examined in the perspective of social policy, and their causes and consequences were classified and interpreted individually and socially. Subsequently, the effects of industry 4.0 on labor markets and the main areas of social policy were tried to be analyzed within the framework of data. Within the framework of the analyzes carried out, it was seen that industry 4.0 caused unemployment factor especially on the low-educated and unqualified workforce and narrowed employment to a certain extent. Again, within the scope of the study, it was concluded that a restructuring will be needed in social security, occupational health and safety, labor and social security law, union organization, and social dialogue, which are the main areas of social policy, as robots are seen as a part of the business relationship in the near future.
