Anadolu'da göç olgusu her zaman önemini ve güncelliğini koruyan önemli konulardan biridir. Tarihin çeşitli dönemlerinde stratejik ve jeopolitik konumu nedeniyle Türkiye, büyük göç hareketlerine maruz kalmış bir ülkedir. Özellikle son yıllarda Suriye'de yaşanan savaş nedeniyle milyonlarca sığınmacı Türkiye'ye göç etmiştir. Türkiye'ye gelen sığınmacıların barınma, beslenme, sağlık gibi temel ihtiyaçlarını karşılamak için halka en yakın yönetim birimi olan belediyeler çeşitli çalışmalar yürütmektedir. Bu gelişmeler bağlamında çalışmada, göç politikası kavramı ile göç politikasıyla bağlantılı olgular ve Türkiye'deki tarihsel ve güncel gelişimi kapsamlı bir şekilde ele alınmıştır. Bu doğrultuda göç yönetimi sürecinde sığınmacılar için hizmet altyapıları oluşturması, sığınmacılara yönelik önemli hedefeler ve çalışmalar ortaya koymasından dolayı Gaziantep ve Mersin Büyükşehir Belediyelerinin kitlesel göçe ilişkin nasıl politikalar ürettiği üzerine bir değerlendirme yapmak amaçlanmıştır. Bu kapsamda Gaziantep ve Mersin Büyükşehir Belediyelerinin bu konuyla ilgili yetkilileriyle görüşmeler yapılarak Türkiye'deki göç politikası anlayışının ortaya koyulabilmesi amaçlanmıştır. Görüşme içerisinde çalışanlara 16 soru yöneltilmiş ve cevaplar nitel olarak analiz edilip şekiller üzerinde gösterilmiştir. Bu çalışmanın verileri MAXQDA 2020 Analytics Pro programı ile analiz edilmiştir. Analiz sonucunda Gaziantep ve Mersin Büyükşehir Belediyelerinin sığınmacılara yönelik çalışmalar gerçekleştirdiği, belediyelerin sığınmacılara yönelik çalışmalarında en çok bütçe sıkıntısı çektiği, sığınmacıların en çok nakdi yardım talep ettiği tespit edilmiş ve Türkiye'de belediyelerin bu süreci yönetebilmesi için öneriler ortaya konulmuştur. The phenomenon of immigration in Anatolia is always one of the important subjects which keep its importance and up to date. Turkey, due to its strategical and geopolitical location, in various periods of history have been subjected to immigration movements. Especially, recently millions of refugee migrated to Turkey, owing to the war in Syria. The municipalities, which are the closest administrative unit to the public, conducts various studies in order for the refugee to meet the their basic needs such as shelter, nutrition, health. In the context of these developments, the concept of the immigration policy with the facts linked to immigration policy and its historical and up to date developments in Turkey are comprehensively disscussed. Accordingly, because of establishing service infrastructures, setting important goals for the refugee in the migration management process. It is intended to make an assessment on how both Gaziantep and Mersin Metropolitan Municipalities make policies about mass migration. It is intended to reveal the migration policy of Turkey, by interviewing with the authorities of Gaziantep and Mersin Metropolitan Municipalities. In the interview sixteen questions are asked and the answers are analyzed qualitatively and showed on the shapes. The data of this study is analyzed by using MAXQDA 2020 Analytics Pro application. As a result of the analysis, It was detected that Gaziantep and Mersin Metropolitan Municipalities carried out studies for the refugees and they have a budget shortage and the refugees requested financial assistance.
