Dünyada, Sanayi Devrimi'nin bir sonucu olan işçi sınıfının hak arama mücadelesine dönük ortaya çıkan sosyal devlet ve sosyal politika kavramları, Türkiye'de ise, Osmanlı Devleti'nin Kur'an ve Sünnet rehberliğinde edindiği deneyimlerin bir mirası olarak sürdürülmüştür. Sosyokültürel birtakım farklılıklar olsa da Türkiye'de sosyal devlet anlayışı, dünya ile entegre bir şekilde ilerlemiştir. Osmanlı'dan alınan sosyal politika uygulamaları önemli ölçüde devam ettirilmiş, yenileri güncellenerek eklenmiştir. Türkiye Cumhuriyeti kurulduktan sonra 1924 yılında İzmir İktisat Kongresi ile alınan kararlar liberal bir devlet anlayışının benimsendiğini göstermektedir. 1932 yılına kadar benimsenen bu anlayıştan, dünyada yaşanan 1929 krizinin etkisiyle ortaya çıkan Keynesyen iktisadi görüş ile liberal devletten sosyal devlete bir dönüşümün yaşanmasını gerekli kılarak vazgeçilmiştir. 1932 yılı, Türkiye'nin liberal devlet anlayışından sosyal devlet anlayışına geçişin yaşandığı önemli bir tarih olarak dikkat çekmiştir. 1932-1950 yılları arası devletçi anlayışın yaşandığı yıllar olmuştur. 1950 yılında iktidara gelen DP ile serbest piyasa ekonomisi benimsenmiş, daha liberal kararlar alınarak yarı devletçi, yarı liberal bir görüş benimsenmiştir. 1960 yılına kadar devam eden bu süreç, 1960 darbesi ile son bulmuş, 1961 Anayasası, ilk defa sosyal devlet kavramını kullanmıştır. 1960-1970 yılları, sosyal devlet ve sosyal haklar açısından Türkiye'nin o döneme kadar ki en üstün yılları olarak tarih sahnesindeki yerini almıştır. 1970'li yıllardan sonra başlayan iktisadi ve sosyal krizler önceki 10 yıllık süreçte elde edilen kazanımların yıkılmasına ve çok farklı sosyal sorunların ortaya çıkmasına sebep olmuştur. 1980 yılına gelindiğinde Türkiye, 1970'li yılların toplumsal olayları bahane edilerek yeni bir darbe ile tanışmıştır. Darbe sonrası alınan 24 Ocak Kararları, Türkiye'nin neoliberal politikalara geçişine zemin hazırlamıştır. Daha sonra iktidara gelen Turgut Özal, bu politikaları devam ettirmiştir. Neoliberal politikalar, sosyal devletten uzaklaşmayı, sosyal harcamaları azaltmayı amaç edinmiş olsa da 1980 sonrası çeşitlenen sosyal sorunların mücadelesi için sosyal harcamalarda kısıtlamaya gidilmemiş, aksine artarak devam ettirilmiştir. Türkiye'nin 1990'lı yılları 1970'li yıllarına benzer bir yapıda olmuş, iktisadi krizler ve bunların sonucu olarak ekonomik ve siyasi istikrarsızlar yaşanmıştır. 2001 krizi ile büyük bir yıkım yaşayan Türkiye, 2002 seçimlerinde yeni kurulan Ak Parti'yi iktidara taşımıştır. 2002 yılı, sosyal devlet ve sosyal haklar açısından yeni bir dönüşümün başlangıcı olmuştur. 2002'den günümüze kadar devam eden bu dönemin şifresi, 'Neoliberal politikalardan ödün verilmeden sosyal refah devleti olma çabası' olarak ifade edilebilir. Bu dönemde, artan sosyal harcamalar, çeşitlenen sosyal sorunlarla mücadele yöntemleri ve kazanılan sosyal haklar açısından sosyal devlet kimliği artmıştır. Yapılan tez çalışmasında da sosyal politika uygulamalarındaki dönüşüm, kapsamlı bir şekilde tarihsel perspektifte sunularak dönemsel farklılıklar ortaya konulmuştur. The social state and social policy concepts that emerged in the world as a result of the struggle of the working class to seek rights, which was a result of the Industrial Revolution, have been maintained in Turkey as a legacy of the Ottoman Empire's experiences under the guidance of the Qur'an and Sunnah. Although there are some socio-cultural differences, the understanding of social state in Turkey has progressed in an integrated manner with the world. Social policy practices taken from the Ottoman Empire were continued to a great extent, and new ones were added by updating. After the establishment of the Republic of Turkey, the decisions taken with the Izmir Economy Congress in 1924 show that a liberal state understanding was adopted. This understanding, which was adopted until 1932, was abandoned by the Keynesian economic view that emerged with the effect of the 1929 crisis in the world, necessitating a transformation from liberal state to social state. The year 1932 attracted attention as an important date when Turkey's transition from liberal state understanding to social state understanding was experienced. Between 1932 and 1950, there were years of statist understanding. With the DP that came to power in 1950, a free market economy was adopted, more liberal decisions were made and a semi-statist, semi-liberal view was adopted. This process, which continued until 1960, ended with the 1960 coup, and the 1961 Constitution used the concept of social state for the first time. The years 1960-1970 took its place on the stage of history as the most superior years of Turkey in terms of social state and social rights. The economic and social crises that started after the 1970s led to the destruction of the gains made in the previous 10 years and the emergence of very different social problems. In 1980, Turkey met with a new coup, using the social events of the 1970s as an excuse. The January 24 Decisions taken after the coup laid the groundwork for Turkey's transition to neoliberal policies. Turgut Özal, who came to power later, continued these policies. Although neoliberal policies aimed to move away from the social state and reduce social expenditures, social expenditures were not restricted in order to combat the diversified social problems after 1980, on the contrary, they continued increasingly. Turkey's 1990s were in a similar structure to 1970s, and there were economic and political instability as a result of economic crises. Having experienced a great destruction with the 2001 crisis, Turkey brought the newly established Ak Party to power in the 2002 elections. 2002 marked the beginning of a new transformation in terms of the social state and social rights. The password of this period, which has continued since 2002, can be expressed as 'the effort to become a social welfare state without compromising neoliberal policies'. In this period, social state identity increased in terms of increased social expenditures, diversified methods of combating social problems, and social rights gained. In the thesis study, the transformation in social policy practices was presented comprehensively in a historical perspective and periodical differences were revealed.
