Seçimler, demokrasinin önemli yapı taşlarından biri olmakla birlikte önemli bir siyasal katılım aracıdır. Yerel seçimler, yerelde yaşayan yurttaşların yereldeki yöneticilerini belirlemek için oy kullandıkları seçim türüdür. Türkiye'de yerel seçimlerin geçmişi Osmanlı Devleti'nin son dönemlerine kadar geriye gitmesine rağmen, bu seçimler belediye başkanlarının doğrudan halk tarafından seçildiği 1963 yerel seçimleriyle önem kazanmaya başlamıştır. 1984 yılında büyükşehir belediyelerinin kurulması ve büyükşehir belediye başkanlığı için seçimler yapılmaya başlanması yerel seçimlerin önemini arttırmıştır. Türkiye'de yerel seçimlerin çeşitliliği fazla olmakla birlikte, en önemlisi kuşkusuz belediye başkanlığı için yapılan seçimlerdir. Türkiye'de yerel seçimlere katılım dalgalı bir seyir izlemekle birlikte, son yıllarda belli bir düzeyde ilerlemektedir. Türkiye'de yerel seçimlerde seçmenlerin parti tercihleri çeşitli nedenlerle farklılaşabilmektedir. Bu çalışmada, 1984 – 2019 yılları arasında yapılan sekiz yerel seçimin il merkezi belediye başkanlığı seçimlerinde ortaya çıkan katılım ve parti tercihleri ile ilgili verilerin analizi yapılmaya çalışılmıştır. Çalışmanın sonunda, Türkiye'de il merkezi belediye başkanlığı seçimlerine katılımın son üç yerel seçimle birlikte belli bir oranın altına düşmeyerek yüksek düzeyde seyir izlediği ve parti tercihlerinin son üç yerel seçimle birlikte toplanma eğilimi ile ılımlı eğilim etrafında olduğu sonucuna ulaşılmıştır. Elections, as well as being one of the important building blocks of democracy, are an important political participation tool. Local elections are the type of elections in which citizens living in the locality vote to determine their local administrators. Although the history of local elections in Turkey goes back to the last periods of the Ottoman Empire, these elections started to gain importance with the 1963 local elections, in which the mayors were directly elected by the people. The establishment of metropolitan municipalities in 1984 and the start of elections for the metropolitan mayor increased the importance of local elections. Although the variety of local elections in Turkey is high, the most important one is undoubtedly the elections for mayor. Participation in local elections in Turkey has been fluctuating, but has been progressing at a certain level in recent years. Party preferences of voters in local elections in Turkey may differ for various reasons. In this study, it has been tried to analyze the data related to the participation and party preferences that emerged in the provincial center mayoral elections of the eight local elections held between 1984 and 2019. At the end of the study, it was concluded that the participation in the provincial center mayoral elections in Turkey did not fall below a certain rate with the last three local elections, and followed a high level, and the party preferences were around a moderate trend with the tendency to gather together with the last three local elections.
