Uluslararası İlişkiler, bir bilim olarak 20. yüzyılda büyük oranda gelişmiş ve günümüze kadar diğer disiplinlerin de katkılarıyla oldukça zenginleşmiş bulunmaktadır. Bu durum, diplomasi alanını da içermektedir. Özellikle Soğuk Savaş döneminde gündeme gelen kamu diplomasisi, bu savaş sürecinin sonlanmasındaki rolü ve etkisi sebebiyle hem politika karar alıcılarının hem de bu alanla ilgili çalışmalar yapan uzman ve akademisyenlerin dikkatini çekmiştir. Bunun yanında, alanın temel konularından olan güç ile ilgili yapılan sınıflandırma, yumuşak güce yönelik çalışmalara hız kazandırmıştır. Kamu diplomasisini, hükümetlerin bir politika aracı olarak kabul eden yumuşak güç, çeşitli alanlardaki faaliyetlerle yürütülebilmektedir. Eğitim, bu alanlar içerisinde öne çıkmaktadır. Ancak şu ana kadar eğitimin, uluslararası ilişkilerdeki rolünü kapsamlı olarak ele alan çalışmalar bulunmamaktadır. Mevcut çalışmaların, konunun belirli başlıklarını ele aldıkları görülmektedir. Bu çalışmada, yumuşak güç ve kamu diplomasisi bağlamında eğitim alanı geniş çaplı olarak ele alınmaktadır. Çalışmada, eğitimin uluslararası boyutu tarihsel süreçteki gelişimi ile irdelenmekte, kamu diplomasisinin bir alt bileşeni olarak eğitim diplomasisi incelenmekte, dünyadan örnekler değerlendirilmekte ve Türkiye'nin eğitim diplomasisi detaylı şekilde ele alınmaktadır. Bu kapsamda, sadece yaklaşık 15 yıllık bir süreci olan, oldukça yeni bir alan olarak eğitim diplomasisine yönelik özgün bir yaklaşım geliştirilerek Türkiye özelinde analiz edilmektedir. Bunun için eğitim diplomasisi, çalışmanın bağlamına uygun biçimde yeniden tanımlanmakta ve alandaki küresel eğilimler göz önünde bulundurularak, eğitim diplomasisinin içeriğine yönelik özgün fikirler ortaya konulmaktadır. Ayrıca, Türk eğitim diplomasisinin hâlihazırdaki mevcut durumu ve geleceğine yönelik değerlendirme yapmak adına, yarı yapılandırılmış form çerçevesinde ilgili kurumların yetkilileri ile görüşmeler gerçekleştirilmiştir. Tüm bu değerlendirmeler sonucunda, Türkiye'nin 2023 sonrasında uygulayacağı eğitim diplomasisi faaliyetlerine yönelik öneriler ve stratejik anlamda yapılandırılan kurumsal model sunulmaktadır. Bunların gerçekleştirilmesi adına çalışmada, yorumlayıcı araştırma olarak da tanımlanan nitel araştırma yöntemi kullanılmaktadır. Kamu diplomasisi bağlamında eğitim diplomasisinin konu edildiği ve konu çerçevesinde alana özgün katkılar sunan bu çalışma neticesinde, Türkiye'nin oldukça kapsamlı bir eğitim diplomasisi faaliyet yelpazesine sahip olduğu ifade edilebilir. Ancak Türkiye'nin tarihsel ve coğrafi özellikleri, son yıllardaki aktif, insani ve girişimci dış politikası ile ekonomi, sağlık, kültür, vb. çeşitli alanlardaki dikkat çeken yönleri, eğitim diplomasisi alanında potansiyel gelişim fırsatlarından daha çok yararlanabileceğini göstermektedir. Bu bağlamda, Türk eğitim diplomasisindeki en büyük eksiklikler olarak görülen, eğitim diplomasisi alanındaki stratejik planlama ve kurumsal yapılanma, ortaya çıkan ve gelecekte çıkması muhtemel fırsatların değerlendirilmesi adına ivedilikle hazır hale getirilmelidir. Türk dış politikasına daha uyumlu ve kurumsal koordinasyonun sağlandığı bir eğitim diplomasisi stratejisi, Türk dış politikasını olumlu yönde etkileyecektir. International Relations, as a science, has developed to a great extent in the 20th century and has been enriched with the contributions of other disciplines until today. This includes the field of diplomacy as well. Public diplomacy, which came to the fore especially during the Cold War, attracted the attention of both policy decision makers and experts and academics working on this field, due to its role and impact in ending this war. In addition, the classification of power, which is one of the main subjects of the field, has accelerated the studies on soft power. Soft power, which accepts public diplomacy as a policy tool of governments, can be carried out with activities in various fields. Education stands out among these fields. However, until now, there are no studies that comprehensively address the role of education in international relations. It is seen that the existing studies deal with certain titles of the subject. In this study, the field of education is widely discussed in the context of soft power and public diplomacy. In the study, the international dimension of education is examined with its development in the historical process, education diplomacy as a subcomponent of public diplomacy is discussed, examples from the world are evaluated and Türkiye's education diplomacy is handled in detail. Within this scope, a unique approach to education diplomacy, which has a process of only about 15 years, is developed and analyzed in the context of Türkiye. For this purpose, education diplomacy is redefined in accordance with the context of the study and original ideas for the content of education diplomacy are put forward, taking into account the global trends in the field. In addition, in order to evaluate the current situation and future of Turkish education diplomacy, interviews are held with the officials of the relevant institutions within the framework of a semi-structured form. As a result of all these evaluations, suggestions for education diplomacy activities that Türkiye will implement after 2023 and a strategically structured institutional model are presented. In order to realize these, qualitative research method, which is also defined as interpretive research, is used in the study. As a result of this study, which focuses on education diplomacy in the context of public diplomacy and makes unique contributions to the field within the framework of the subject, it can be stated that Türkiye has a very comprehensive range of education diplomacy activities. However, Türkiye's historical and geographical features, its active, humanitarian and entrepreneurial foreign policy in recent years, and its striking aspects in various fields such as economy, health, culture, etc. show that it can benefit more from potential development opportunities in the field of education diplomacy. In this context, strategic planning and institutional structuring in the field of education diplomacy, which are seen as the biggest shortcomings in Turkish education diplomacy, should be made ready immediately in order to evaluate the opportunities that may arise in the future. An education diplomacy strategy that is more compatible with Turkish foreign policy and provides institutional coordination will positively affect Turkish foreign policy.
