Bu tez çalışması, üniversite öğrencilerinin siyasi iktidardan beklentilerini ve ideal siyasi lider tanımlamalarını nitel bir yaklaşımla ele almıştır. Çalışma kapsamında liderlik kavramı, farklı düşünürlerin tarihsel süreç içerisinde ideal devlet, ideal toplum, ideal iktidar ve ideal lider anlayışları kuramsal olarak ele alınmıştır. Gençlik kavramı, gençliğin sosyal değişimdeki rolü, Türkiye'de gençlerin problemleri ve beklentileri üzerine mukayese ve değerlendirmeler yapılmıştır. Çalışmanın araştırma sorusu bağlamında nitel araştırma deseni benimsenmek suretiyle 37 üniversite öğrencisi ile yapılan derinlemesine mülakatlar sonucu elde edilen veriler MAXQDA 2020 yazılımı ile analiz edilmiştir. Yapılan analizler sonucunda üniversite öğrencilerinin eğitim, hukuk, ekonomi, uluslararası ilişkiler, enerji, çevre ve teknoloji alanlarındaki beklentileri detaylı olarak incelenmiştir. Diğer taraftan üniversite öğrencilerinin ideal siyasi lider tanımlamalarına ilişkin bulgular ortaya konulmuştur. Çalışma sonucunda öğrenciler, eğitim alanında niteliğin artırılması, eğitim sisteminin sınavların baskısından kurtarılması, eğitimde fırsat eşitliği, yabancı dil eğitimine ağırlık verilmesi ve mesleki yönlendirme konularını vurgulamışlardır. Hukuk alanında yargının bağımsız ve tarafsız olması, temel hak ve özgürlüklerin korunması, hukukun etkin bir şekilde uygulanması, hukuk ile siyasetin birbirinden ayrılması ve kuvvetler ayrılığı ilkesinin önemi vurgulanmıştır. Ekonomi alanında yerli sanayi ve üretimin teşviki, stratejik sektörlerde devletin rolü, istihdam ihtiyacına yönelik planlama ve markalaşma konuları öne çıkmaktadır. Ülkenin uluslararası ilişkilerde çözüm odaklı, dengeli, kültürel ve tarihsel değerlere uyumlu bir dış politika anlayışı benimsenmesi gerekliliği ifade edilmiştir. Enerji, Çevre ve Teknoloji alanındaki beklentilerde öne çıkan hususlar ise yerli teknoloji üretimi, çevrenin ve doğal kaynakların korunması, alternatif enerji kaynaklarına yatırım yapılması ve teknoloji eğitiminin toplumun bütününe yayılması düşüncesi olmuştur. Öğrenciler ideal siyasi lideri hitabeti güçlü, karizmatik, yabancı dil bilen, ülke çıkarlarını her platformda savunan, toplumun her kesimi ile yakınlık kurabilen, temsil kabiliyeti olan, dış görünüşüne önem veren, birleştirici, adil, hoşgörülü ve sağlam karakterli olarak tanımlamıştır. This thesis study deals with the expectations of university students from political power and their definitions of ideal political leaders with a qualitative approach. Within the scope of the study, the concept of leadership, the ideal state, ideal society, ideal power and ideal leader understandings of different thinkers in the historical process are discussed theoretically. Comparisons and evaluations were made on the concept of youth, the role of youth in social change, the problems and expectations of youth in Turkey. In the context of the research question of the study, the data obtained as a result of in-depth interviews with 37 university students by adopting a qualitative research design were analyzed with the MAXQDA 2020 software. As a result of the analysis, the expectations of university students in the fields of education, law, economy, international relations, energy, environment and technology were examined in detail. On the other hand, findings regarding the ideal political leader definitions of university students were presented. As a result of the analysis, the expectations of university students in the fields of education, law, economy, international relations, energy, environment and technology were examined in detail. As a result of the study, the students emphasized the issues of increasing the quality in the field of education, saving the education system from the pressure of exams, equal opportunities in education, focusing on foreign language education and vocational orientation. In the field of law, the importance of the independence and impartiality of the judiciary, the protection of fundamental rights and freedoms, the effective implementation of law, the separation of law and politics, and the principle of separation of powers were emphasized. In the field of economy, the promotion of domestic industry and production, the role of the state in strategic sectors, planning and branding for employment needs come to the fore. It was stated that the country should adopt a solution-oriented, balanced, foreign policy understanding in line with cultural and historical values in international relations. The prominent issues in the expectations in the field of energy, environment and technology were the idea of producing domestic technology, protecting the environment and natural resources, investing in alternative energy sources and spreading technology education to the whole society. The students defined the ideal political leader as strong, charismatic, fluent in foreign languages, defending the interests of the country in every platform, able to establish closeness with all segments of the society, capable of representation, giving importance to his appearance, uniting, fair, tolerant and solid character.
