Güvenliğin genişlemesini ifade eden, yani artık sadece sınırların korunması anlamına gelmeyen yeni güvenlik anlayışı kapsamında gıda güvenliği, günümüzde göz ardı edilmemesi gereken uluslararası bir meseledir. Çünkü dünyada doğal kaynaklar tükenmektedir ve kaynakların tükendiği noktada artık devletler için güvenlik sadece silahlanma olmaktan çıkmaktadır. Bu sebeple bu tez, yeni güvenlik anlayışının önemli bir alt başlığı olması gereken gıda güvenliğinin uluslararası güvenliğin ve geleneksel güvenlik paradigmasının önde gelen bir başlığı olması gerektiği hipotezi ile kaleme alınmıştır. Gıda güvenliği, insanların yaşamak için ihtiyaçları olan sağlıklı ve yeterli gıdaya ulaşabilmeleri olarak tanımlanabilir ve günümüzde gelinen noktada bu durum giderek daha ciddi tehditler ile karşı karşıya kalmaktadır. Tezin kapsamı içinde örnek olay olarak seçilen Avrupa Birliği'nin güvenlik politikaları çerçevesinde gıda güvenliğine verdiği önem değerlendirilmiş; gıda güvenliği çalışmalarının diğer güvenlik politikalarına göre ağırlığı belirlenmeye çalışılmıştır. Bununla birlikte, Avrupa Birliği'nin gıda güvenliği politikasına ne derece önem verdiğini incelenirken, gıda güvenliğinin geleneksel güvenlik paradigması açısından öneminin ortaya konması için de gıda güvenliği ile terörle mücadele politikaları arasında bir ilişki var mı sorusu üzerinde de durulmuştur. Food security is an international issue that should not be ignored today within the scope of the new understanding of security, which refers to the expansion of security, which means not only the protection of borders. Because the world is running out of natural resources and at the point where resources are depleted, security for states is no longer just armament. For this reason, this thesis is written with the hypothesis that food security, which should be an important sub-heading of the new security understanding, should be a leading topic of international security and the traditional security paradigm. Food security can be defined as the ability of people to access the healthy and sufficient food they need to live, and today this situation is facing increasingly serious threats. Within the scope of the thesis, the importance given to food security within the framework of the security policies of the European Union, which has been selected as a case study within the scope of the thesis, has been evaluated and the weight of food security studies compared to other security policies has been tried to be determined. In addition, while examining the extent to which the European Union attaches importance to food security policy, the question of whether there is a relationship between food security and counter-terrorism policies has also been emphasized in order to reveal the importance of food security in terms of the traditional security paradigm.
