Türkiye'de sağlık hizmetleri çeşitlenmekte ve buna bağlı olarak da sağlık hizmet maliyetleri giderek artmaktadır. Artan maliyetler, sağlık hizmetlerinin sürdürülebilir olması ve amacına ulaşmada kaynak kullanımında optimal seviyede olabilmesi için verimlilik ve performans analizini zorunlu kılmıştır. Bu kapsamda bu çalışmanın amacı, Türkiye'de sunulan sağlık hizmetlerinin verimlilik ve performansının parametrik ve parametrik olmayan yöntemlerle ölçmektir. Araştırmanın evrenini Türkiye'de yer alan 26 istatistiki bölge birimi (İBBS-2) oluşturmaktadır. Araştırmada 4 girdi değişkeni; uzman ve asistan hekim sayısı, hemşire ve ebe sayısı, diğer sağlık personeli sayısı ve yatak sayısı iken 4 çıktı değişkeni ikinci ve üçüncü basamak müracaat sayısı, yatan hasta sayısı, ameliyat sayısı ve yatak kullanım oranıdır. Birimlerine ait veriler 2016 ile 2020 yıllarını kapsamaktadır ve Sağlık Bakanlığı'nca yayınlanan Sağlık İstatistiki Yıllıkları'ndan elde edilmiştir. Araştırmada yöntem olarak Veri Zarflama Analizi (VZA), Süper Etkinlik Yaklaşımı, Pencere (Window) Analizi, Malmquist Toplam Faktör Verimliliği Endeksi (MTFVE), Gri- İlişkisel Analiz (GİA) ve Regresyon yöntemi kullanılmıştır. 2020 yılı VZA- CCR sonucuna göre Ağrı, Gaziantep, Hatay, İstanbul, İzmir, Kastamonu, Kocaeli, Konya, Mardin, Şanlıurfa ve Zonguldak alt bölgeleri; VZA- BCC sonucuna göre Adana, Ağrı, Gaziantep, Hatay, İstanbul, İzmir, Kastamonu, Kırıkkale, Kocaeli, Konya, Mardin, Şanlıurfa ve Zonguldak alt bölgeleri; Süper Etkinlik Yaklaşımı analiz sonuçlarına göre Ağrı alt bölgesi; Pencere Analizi sonucuna göre KVB bazlı en yüksek ortalama Ağrı alt bölgesi; MTFVE sonucuna göre Hatay alt bölgesi en yüksek ortalamaya sahip KVB olmuştur. Regresyon analizi sonuçlarına göre ise verimlilik skorları üzerinde uzman ve asistan hekim sayısı, ikinci ve üçüncü müracaat sayısı, yatan hasta sayısı, ameliyat sayısı ve yatak kullanım oranı pozitif yönde bir etkiye sahiptir. 2019 yılı GİA sonucuna göre ise Konya alt bölgesi en iyi performansı göstermiştir Analiz sonuçlarına göre alt bölgeler arasında etkin kaynak kullanımı ile ilgili farklılıklar mevcuttur. Analiz sonuçları göz önüne alınarak yapılacak olan kaynakların yeniden dağıtımı ile etkinliğin de artacağı söylenebilir. Health services in Turkey are diversifying and accordingly, health care costs are increasing. Increasing costs have necessitated efficiency and performance analysis in order for health services to be sustainable and to be at an optimal level in the use of resources to reach their goals. In this context, the aim of this study is to measure the efficiency and performance of health services offered in Turkey with parametric and non-parametric methods. The population of the research consists of 26 statistical regional units (NUTS-2) located in Turkey. 4 input variables in the research; While the number of specialist and assistant physicians, the number of nurses and midwives, the number of other health personnel and the number of beds, the 4 output variables are the number of secondary and tertiary care applications, the number of inpatients, the number of surgeries and the bed utilization rate. The data of the units cover the years 2016 and 2020 and were obtained from the Health Statistical Yearbooks published by the Ministry of Health. Data Envelopment Analysis (DEA), Super Efficiency Approach, Window Analysis, Malmquist Total Factor Productivity Index (MTFVE), Gray-Relational Analysis (GIA) and Regression method were used as methods in the research. According to the 2020 DEA-CCR results, sub-regions of Ağrı, Gaziantep, Hatay, İstanbul, İzmir, Kastamonu, Kocaeli, Konya, Mardin, Şanlıurfa and Zonguldak; According to the DEA-BCC result, Adana, Ağrı, Gaziantep, Hatay, İstanbul, İzmir, Kastamonu, Kırıkkale, Kocaeli, Konya, Mardin, Şanlıurfa and Zonguldak sub-regions; According to the Super Efficiency Approach analysis results, the Pain sub-region; According to the results of Window Analysis, the highest mean pain sub-region based on DMU; According to the MTFVE result, the Hatay sub-region had the highest mean DMU. According to the results of the regression analysis, the number of specialist and assistant physicians, the number of second and third applications, the number of inpatients, the number of operations and the rate of bed use have a positive effect on the productivity scores. According to the 2019 GIA results, the Konya sub-region showed the best performance. Considering the results of the analysis, it can be said that the efficiency will increase with the redistribution of resources.
