Entegre Kirlilik Önleme ve Kontrol (Integrated Pollution Prevention and Control-IPPC) Direktifi kapsamında, Mevcut En İyi Teknikler (MET)'e karar verme sürecini kolaylaştırmak amacıyla Ekonomik ve Çapraz Medya Etkiler (ECM) Referans Dokümanı yayımlanmıştır. ECM Referans Dokümanı, MET'leri farklı çevresel temalar ve ekonomik açıdan değerlendirmeyi ve/veya karşılaştırmayı sağlayan bir metodoloji sunmaktadır. ECM Referans Dokümanı kapsamında değerlendirilen başlıca çevresel temalar; beşeri toksisite (BTP), akuatik toksisite (ATP), küresel ısınma (KIP), asidifikasyon (AP), ötrofikasyon (ÖP), ozon tabakası incelme (OTİP), fotokimyasal ozon oluşturma (FOOP) potansiyelleridir. Sunulan ekonomik analiz metodolojisi ise alternatif MET seçeneklerinin reel fiyatlarını, toplam yıllık maliyetlerini, net bugünkü değerlerini (NBD) ve iç verim oranlarını (İVO) kapsamaktadır. Bu tez çalışmasında, IPPC Tekstil BREF'inden seçilen MET'lerin ((1) merserizasyon prosesinden gelen alkalinin geri kazanımı, (2) daha verimli aydınlatma sistemlerinin kullanılması ve (3) organik çözgenler ile kumaş yıkanmasında tam kapalı-devre sistemlerin kullanımı) ECM Referans Dokümanı'nda sunulan çapraz medya ve ekonomik analiz metodolojileri ile değerlendirilmesi amaçlanmıştır. Merserizasyon prosesinden gelen alkalinin geri kazanımı kapsamında, kostik, evaporasyon veya membran filtrasyon sistemleri ile geri kazanılabilmektedir. Her iki alternatif kostik geri kazanım sistemi, çapraz medya metodolojisine göre altı farklı çevresel temada karşılaştırılmıştır. Bu karşılaştırmada, evaporasyon sisteminin BTP, KIP, AP ve FOOP değerlerinde mevcut duruma kıyasla sırasıyla 2, 1,7, 2, ve 1,9 kat artış gözlemlenmiştir. Membran filtrasyon (MF+NF) sisteminin uygulanması ile mevcut durumun BTP, KIP, AP ve FOOP değerlerinde ise, kayda değer bir artış gözlemlenmemiştir. ATP ve ÖP değerlerinde ise, mevcut duruma kıyasla her iki kostik geri kazanım sisteminde de azalma meydana gelmiştir. Çapraz medya metodolojisine göre, MF+NF sistemi diğer iki duruma (mevcut durum ve evaporasyon sistemi) göre değerlendirilen çevresel temaların her birinde eşit veya daha iyi çevresel performans sergilemiştir. Ancak, MF+NF sistemi ile geri kazanılan kostik çözeltisinin nispeten seyreltik olması nedeniyle "MF+NF+evaporasyon" kombinasyonu da değerlendirilmiştir. Bu kombinasyon, mevcut duruma kıyasla BTP, KIP, AP ve FOOP değerlerini sırasıyla 3, 2,8, 3 ve 2,9 kat artırmıştır. Maliyetleme metodolojisine göre ekonomik açıdan değerlendirilen evaporasyon sisteminin (25 yıllık kullanım ömrü için) ilk yatırım maliyeti 0,34-0,48 USD/m3, işletme maliyeti ise 4,2-5,9 USD/m3 arasında değişmektedir. MF+NF sisteminin (MF+NF), 25 yıllık kullanım ömrü için, ilk yatırım maliyeti 0,74-1,23 USD/m3, işletme maliyeti ise 4,9-11,3 USD/m3 arasında değişmektedir. Birim toplam maliyet ve geri ödeme süresi dikkate alındığında, evaporasyon sisteminin MF+NF sisteminden daha uygun maliyetli olduğu sonucuna varılmıştır. Merserizasyon prosesi için konsantre kostik çözeltisinin elde edilmesi gerektiği durumlarda, daha düşük çevresel performans gösteren MF+NF sistemi yerine evaporasyon sisteminin tercih edilebileceği görülmüştür. Ayrıca, seyreltik kostik çözeltisinin yeterli olduğu veya geri kazanılan seyreltik kostik çözeltisinin üretim süreçlerinde daha fazla kullanım için satın alınan konsantre kostik çözeltisi ile karıştırılacağı durumlarda ise, evaporasyon sistemi yerine MF+NF sisteminin tercih edilebileceği görülmüştür. Daha verimli aydınlatma sistemlerinin kullanılması kapsamında, alternatif lamba türlerinden ışık yayan diyotlar (light emitting diode-LED) ile kompakt floresan ampuller (compact fluorescent lamp-CFL) karşılaştırılmıştır. Alternatif lamba türleri için, çapraz medya metodolojisinde sunulan çevresel temalara ek olarak abiyotik tükenme potansiyeli (ADP) de hesaplanmıştır. Genel sistem sınırları (üretim+nakliyat+kullanım) dikkate alındığında, CFL lambanın, LED lambadan BTP, ATP, KIP, ÖP, AP, FOOP ve ADP değerlerinde sırasıyla 6,76, 1,74, 7, 8,90, 7, 7, 1,26 kat daha yüksek çevresel etkiye neden olduğu görülmüştür. Bu durum, CFL lambanın LED'e göre daha fazla hammadde ve enerji kullanımı ile daha kısa kullanım ömrüne sahip olmasından kaynaklanmaktadır. Ekonomik analiz kapsamında LED ve CFL lamba türlerinin toplam yıllık maliyetleri sırasıyla 241 USD/yıl ve 285 USD/yıl bulunmuştur. Çapraz medya metodolojisine göre CFL lamba LED lamba türüne kıyasla üretim aşamasında daha fazla abiyotik kaynak kullanımı; nakliyat ve kullanım aşamalarında ise daha yoğun enerji tüketimi nedeniyle daha yüksek çevresel etkiye neden olmuştur. Bu durumda, CFL lamba yerine LED lambanın tercih edilebileceği görülmüştür. Ayrıca, daha kısa kullanım ömrüne sahip olması nedeniyle artan toplam yıllık maliyet, CFL lamba için önemli bir dezavantajdır. Organik çözgenler ile kumaş yıkanmasında tam kapalı-devre sistemlerin kullanımı kapsamında, kumaş yıkamasında kullanılan sulu ve çözgen sistemler karşılaştırılmıştır. Alternatif kumaş yıkama sistemleri, çapraz medya metodolojisine göre beş farklı çevresel temada karşılaştırılmış ve sulu sistemin çözgen sistemden BTP, KIP, AP ve FOOP değerlerinde sırasıyla 1,24, 1,22, 1,24, 1,23 kat daha fazla çevresel etkiye neden olduğu görülmüştür. Ayrıca, çözgen sistem ATP değerinde sulu sisteme göre %99,9 daha düşük çevresel etki sergilemiştir. Bu durum, sulu sistemde oluşan yüksek hacimdeki atıksudan kaynaklanmıştır. Maliyetleme metodolojisine göre ekonomik açıdan değerlendirilen sulu sistemin toplam yıllık maliyeti 0,34 USD/kg ürün olduğu bulunmuştur. Çözgen sistemin toplam yıllık maliyeti 0,29 USD/kg ürün olarak bulunmuştur. Çapraz medya metodolojisine göre, daha düşük çevresel etki ile sonuçlanan çözgen sistemin, sulu sisteme kıyasla tercih edilebileceği görülmüştür. Çözgen sistemin daha düşük çevresel etkisi, kapalı devre aktif karbon filtrelerinin kullanılmasıyla dış atmosfere herhangi bir hava akımının gönderilmemesinden ve aktif karbon adsorpsiyonu ile atıksudaki perkloroetilenin (PER) gideriminden kaynaklanmaktadır. Maliyetleme metodolojisinden elde edilen sonuçlar ise, çözgen sistemin sulu sistemden %17 daha tasarruflu olduğunu ve ekonomik açıdan da çözgen sistemin tercih edilebileceğini göstermiştir. Yürütülen bu tez çalışmasında, çevresel ve ekonomik etkilere sahip MET'lerin karşılaştırmasında ve/veya karar verilmesindeki zorlu süreç vurgulanmıştır. Bu çalışmada, çarpım faktörlerinin eklenmesiyle ECM Referans Dokümanı'nın zenginleştirilmesi ve gerçek tesis verileri ile yapılan çalışmaların/uygulama örneklerinin artırılması önerilmiştir. The Economics and Cross-Media Effects (ECM) Reference Document was published to facilitate the decision-making process on Best Available Techniques (BAT) under the Integrated Pollution Prevention and Control (IPPC) Directive. The ECM Reference Document presents a methodology in terms of different environmental themes and economics for evaluating and/or comparing BAT alternatives. The main environmental themes evaluated within the ECM Reference Document are human toxicity (HTP), aquatic toxicity (ATP), global warming (GWP), acidification (AP), eutrophication (EP), ozone layer depletion (ODP), and photochemical ozone creation potentials (POCP). The presented economic analysis methodology involves the real prices, total annual costs, net present values (NPV), and internal rate of return (IRR) of alternative BAT options. In this thesis, it was aimed to evaluate selected BATs ((1) recovery of alkali from mercerization wastewaters, (2) the use of more efficient lighting systems, and (3) use of fully closed-loop installations for fabric washing with organic solvent) from the IPPC Textile BREF with the cross-media and economic analysis methodologies presented in the ECM Reference Document. Caustic can be recovered by evaporation or membrane filtration systems from the alkaline mercerization wastewaters. Each of the caustic recovery alternatives was compared by six environmental themes according to cross media methodology. HTP, GWP, AP, and POCP values of the evaporation process increased by 2, 1.7, 2, and 1.9 times, respectively, compared to a typical mercerization process (base case). HTP, GWP, AP, and POCP values of the membrane filtration (MF+NF) system increased negligibly compared to the base case. ATP and EP values decreased in both processes with respect to the base case. For all the environmental themes, MF+NF system exhibited better (lower environmental impact) or equal environmental performance compared to other two situation (base case and evaporation system). Due to relatively dilute caustic solution to be obtained by MF+NF system, "MF+NF+evaporation" option was also investigated, and HTP, GWP, AP, and POCP values were found to increase 3, 2.8, 3, and 2.9 times, respectively, compared to the base case. According to the costing methodology, initial investment and operating costs for the evaporation process vary between 0.34-0.48 USD/m3 (for 25-year service life) and 4.2-5.9 USD/m3, respectively. The initial investment cost for the MF+NF system varies between 0.74-1.23 USD/m3 (for a 25-year service life) and 4.9-11.3 USD/m3 of operating costs. Considering the unit total cost and payback period parameters, it was concluded that evaporation process is more cost-effective than MF+NF system. Evaporation may be preferred over MF+NF system in cases where concentrated caustic solution must be obtained for mercerization, although evaporation exhibits lower environmental performance. In cases where dilute caustic solution is adequate or the recovered dilute caustic is to be mixed with new concentrated caustic solution for further use in production processes, MF+NF system can be preferred over evaporation. Light emitting diode (LED) and compact fluorescent (CFL) lamps were compared in the scope of use of more efficient lighting systems. Alternative lamp types were also compared by abiotic depletion potential (ADP) in addition to other environmental themes presented in the cross-media effects methodology. Considering all system boundaries (production+transport+use), HTP, ATP, GWP, EP, AP, POCP, and ADP values of the CFL lamp increased by 6.76, 1.74, 7, 8.90, 7, 7, and 1.26 times, respectively, compared to LED lamp. This is due to consumption of more energy and raw material by CFL lamps and shorter lifespan of CFL lamps compared to LED lamps. The total annual costs of LED and CFL lamp types were calculated to be 241 and 285 USD/year, respectively, by the economic analysis. According to the cross-media methodology, CFL lamp was found to exert higher environmental impact due to use of more abiotic resources during production stage and more energy consumption during transport and usage stages compared to the LED lamp. In addition, another disadvantage of CFL lamp is the increased total annual cost due to the shorter lifespan. Thus, it was recommended that LED lamp can be preferred instead of CFL lamp. Aqueous and organic solvent (fully closed-loop installations) systems used in textile fabric washing were compared by employing cross media methodology. HTP, GWP, AP, and POCP values of the aqueous system increased by 1.24, 1.22, 1.24, and 1.23 times, respectively, compared to the solvent system. In addition, compared to the aqueous system, ATP value of the solvent system was 99.9% lower. This finding was due to the high volume of wastewater generated in the aqueous system. Cross media results indicated that solvent system may be preferred over aqueous system due to lower environmental impacts. Such lower environmental impacts of the solvent system were due to; 1) avoiding any air-stream emission by the use of closed-loop activated carbon filters, 2) adsorption of perchloroethylene (PER) in the wastewater by activated carbon. According to the costing methodology, total annual cost for the aqueous system was found as 0.34 USD/kg product (for 25-year service life). The total annual cost for the solvent system was found as 0.29 USD/kg product. The results obtained from the costing methodology showed that the solvent system is 17% more efficient than the aqueous system. Thus, in terms of both environmental and economic aspects, the solvent system should be preferred over aqueous system. This study highlighted the challenging nature of BAT comparison and/or decision-making process, which should incorporate both environmental and economic aspects. Accordingly, this study suggested that the ECM Reference Document should be enriched with the addition of conversion factors and more studies/application examples with real plant data should be inserted. A Document with a user-friendly software including the cross-media effect methodologies will facilitate its implementation and help researchers, stakeholders and industries working on this subject. HTP, GWP, AP, and POCP values of the membrane filtration (MF+NF) system increased negligibly compared to the base case. ATP and EP values decreased in both processes with respect to the base case. For all the environmental themes, MF+NF system exhibited better (lower environmental impact) or equal environmental performance compared to other two situation (base case and evaporation system). Due to relatively dilute caustic solution to be obtained by MF+NF system, "MF+NF+evaporation" option was also investigated, and HTP, GWP, AP, and POCP values were found to increase 3, 2.8, 3, and 2.9 times, respectively, compared to the base case. According to the costing methodology, initial investment and operating costs for the evaporation process vary between 0.34-0.48 USD/m3 (for 25-year service life) and 4.2-5.9 USD/m3, respectively. The initial investment cost for the MF+NF system varies between 0.74-1.23 USD/m3 (for a 25-year service life) and 4.9-11.3 USD/m3 of operating costs. Considering the unit total cost and payback period parameters, it was concluded that evaporation process is more cost-effective than MF+NF system. Evaporation may be preferred over MF+NF system in cases where concentrated caustic solution must be obtained for mercerization, although evaporation exhibits lower environmental performance. In cases where dilute caustic solution is adequate or the recovered dilute caustic is to be mixed with new concentrated caustic solution for further use in production processes, MF+NF system can be preferred over evaporation. Light emitting diode (LED) and compact fluorescent (CFL) lamps were compared in the scope of use of more efficient lighting systems. Alternative lamp types were also compared by abiotic depletion potential (ADP) in addition to other environmental themes presented in the cross-media effects methodology. Considering all system boundaries (production+transport+use), HTP, ATP, GWP, EP, AP, POCP, and ADP values of the CFL lamp increased by 6.76, 1.74, 7, 8.90, 7, 7, and 1.26 times, respectively, compared to LED lamp. This is due to consumption of more energy and raw material by CFL lamps and shorter lifespan of CFL lamps compared to LED lamps. The total annual costs of LED and CFL lamp types were calculated to be 241 and 285 USD/year, respectively, by the economic analysis. According to the cross-media methodology, CFL lamp was found to exert higher environmental impact due to use of more abiotic resources during production stage and more energy consumption during transport and usage stages compared to the LED lamp. In addition, another disadvantage of CFL lamp is the increased total annual cost due to the shorter lifespan. Thus, it was recommended that LED lamp can be preferred instead of CFL lamp. Aqueous and organic solvent (fully closed-loop installations) systems used in textile fabric washing were compared by employing cross media methodology. HTP, GWP, AP, and POCP values of the aqueous system increased by 1.24, 1.22, 1.24, and 1.23 times, respectively, compared to the solvent system. In addition, compared to the aqueous system, ATP value of the solvent system was 99.9% lower. This finding was due to the high volume of wastewater generated in the aqueous system. Cross media results indicated that solvent system may be preferred over aqueous system due to lower environmental impacts. Such lower environmental impacts of the solvent system were due to; 1) avoiding any air-stream emission by the use of closed-loop activated carbon filters, 2) adsorption of perchloroethylene (PER) in the wastewater by activated carbon. According to the costing methodology, total annual cost for the aqueous system was found as 0.34 USD/kg product (for 25-year service life). The total annual cost for the solvent system was found as 0.29 USD/kg product. The results obtained from the costing methodology showed that the solvent system is 17% more efficient than the aqueous system. Thus, in terms of both environmental and economic aspects, the solvent system should be preferred over aqueous system. This study highlighted the challenging nature of BAT comparison and/or decision-making process, which should incorporate both environmental and economic aspects. Accordingly, this study suggested that the ECM Reference Document should be enriched with the addition of conversion factors and more studies/application examples with real plant data should be inserted. A Document with a user-friendly software including the cross-media effect methodologies will facilitate its implementation and help researchers, stakeholders and industries working on this subject.
