Göç, insanlık tarihinin başlangıcından itibaren varlığını ve etkisini gösteren bir olgu olup insanlık tarihinin sonuna kadar da oluşumunu ve etkisini devam ettirecektir. Günümüz tarihinde göç konusu; birey, toplum, devlet, ekonomik güvenlik karşısında ciddi bir tehdit içeren bir alan olduğu iddiasıyla güvenlik alanına doğru kaydırılmaktadır. Başlangıçta, göç olayının sadece sınırlara, ulusal güvenliğe, toplum bütünlüğüne yönelik bir güvenlik tehdidi oluşturduğu söylemi kullanılmıştır. Ancak zaman içerisinde güvenlikleştirici aktörler konuşmalarının halk üzerinde daha fazla tesir etmesi ve korku salabilmesini hedeflemişlerdir. Aktörler bunun sağlanabilmesi için de göç olayının ekonomik alan için ciddi bir tehlike oluşturduğu söylemini kullanmaya başlamışlardır. Bu bağlamda ele aldığımız göç-güvenlik problemi gerek sınırları aşması gerekse sınırları belli olmayan 281 milyonluk soyut bir göç ülkesinin mevcudiyeti, devletlerin güvenlikleştirme çalışmalarıyla beraber gündemde derin etki yaratmış, uluslararasılaşmış bir problemdir. Soğuk savaş dönemi içerisinde rafa kaldırılan bütün etnik-dini sorunlar, soğuk savaşın ardından gün yüzüne çıkmış ve göçün dünya üzerindeki refah ve güven ortamını bozduğu düşüncesiyle sıklıkla güvenlikleştirici aktörlerce güvenlik alanına çekilmeye başlamıştır. Bununla birlikte, çalışmamız nitel bir araştırma olup amacımız, göç-güvenlik ilişkisini Kopenhag okulunun sunmuş olduğu güvenlikleştirme kuramı öngörüsü baz alınarak, inşa edilmiş bir güvenlik tehdidi iddiası üzerinden sunulmasını ele almaktadır. Bu bağlamda çalışmanın ana argümanıysa artan ve çeşitlenen insan hareketliliğinin genelde uluslararası ilişkiler disiplininde özelde ise örneklerle sunduğumuz ABD, İsveç, Avusturya, Macaristan, Almanya gibi çoğu AB ülkelerince göç konusunun insani boyutunun göz ardı edildiği, çıkar, rant ve siyasi amaçlar kapsamında şekillendiği, güvenlikleştirildiğidir. Çalışmamız kapsamında, göç sorununun yoğun bir şekilde uluslararasılaşmış olması ayrıca çeşitli aktörlerce gerek ekomomik gerek toplumsal gerekse insani her alanın güvenlikleştirmeye kayabilmesi, göç-güvenlik kapsamında derin bir analiz yapılması gerektiğini ortaya koymaktadır. Bu çerçevede göç konusunun insani bir hareket olduğunun farkındalığına sahip olarak, temel hak ve özgürlükler kapsamında herkes için insani güvenliğinin aranması, uluslararası alanda daha üst bir otoritenin oluşturulması ve uzlaşmaya varılması gerekmektedir. Diğer taraftan uluslararası göç sorunuyla mücadele konusunda yine Kopenhag okulunun güvenlik tehditlerinin azaltılması öngörüsünün, her konunun güvenlikleştirilmemesi için önemli bir konuma sahip olduğu sonucuna varılmıştır. The element of migration is a phenomenon that has occurred since the existence of humanity. It appears as an economic, political, and social security problem. Today, we witness that immigration has shifted to the field of security with the act of posing a threat to human, state, and social security. Migration, which was securitized with the assumption that it was only a security threat to areas such as the border and society, in order to create more impact, has shifted over time to the security area with the assumption that it is also a threat to the economic realm. This immigration-security problem is an internationalized problem both with its crossing the borders, the existence of a 281 million immigration country that we cannot see with the naked eye, and the effect on the agenda with the securitization efforts of the states. Ethnic-religious problems that were suppressed during the cold war came to light after the war ended and are often shifted to the the realm of security by securitizing actors, with the thought that they disrupt peace and welfare on the world agenda with migration. This study is based on qualitative research and its aim is to examine the relationship between migration and security from the perspective of the securitization theory presented by the Copenhagen school, as well as to examine its presentation as a constructed security threat. In this context, the main argument of the study is that the human dimension of the migration factor is ignored, and it is securitized by the international relations discipline in general, and by most EU countries such as the USA, Sweden, and Austria, which we exemplify in particular. At the end of the study, it demonstrates that the migration problem is seriously internationalized. On the other hand, it shows that the securitization of every area by the actors and the methods of combating migration and security should be determined. In this context, keeping the basic awareness of the fact that migration is a humanitarian process, it has been concluded that human security for everyone within the framework of fundamental rights and freedoms, establishment of a higher authority in the international arena, that is, at a global level, and a compromise must be reached. On the other hand, it has been concluded that in the fight against the problem of international migration, the de-securitization theory put forward by the Copenhagen school has an important place to prevent every field to shift into securitization.
