Çalışmanın amacı TR42 Marmara Kalkınma Ajansı (MARKA) bölgesindeki Kocaeli, Sakarya, Düzce, Bolu ve Yalova illerinde sosyal sermaye ve inovasyon varlığının araştırılmasıdır. Bu doğrultuda iki model geliştirilmiştir. Birincisi, sosyal sermayenin inovasyonu açıkladığı; ikincisi, sosyal sermayenin ve inovasyonun kişi başı geliri açıkladı iddia edilmektedir. Bu doğrultuda oluşturulacak modelde ayrıca mekânsal olarak illerin birbirlerine etkilerinin olup olmadığı araştırılmıştır. Çalışmada 2007-2021 yılları arasındaki verilerden oluşturulan sosyal sermaye ve inovasyon endekslerinin hem yatay kesit hem de zaman serisi olma özelliğinden dolayı öncelikle geleneksel panel eş bütünleşme veri analizi uygulanmış ve sosyal sermayenin inovasyonu açıkladığı varsayılan modelde illerin verileri arasında eşbütünleşme anlamlı çıkmıştır. Bunun sonucunda uzun dönem katsayıları sosyal sermayenin inovasyonu bölge genelinde etkilemediği tespit edilmiştir. Bunun yanında il düzeyinde uzun dönem katsayıları incelendiğinde ise Kocaeli, Sakarya ve Bolu illerinde sosyal sermayenin inovasyonu etkilemesi anlamlı çıkmıştır. Mekânsal etki ile yapılan testler sonucunda çalışma için gereken birinci modelin Sabit Etkili Mekânsal Gecikme Panel Veri (SAR) modeli olduğu kabul edilmiştir. Yapılan testlerde, bölge genelinde mekânsal bağımlılık olduğu ve iller bünyesinde mekânsal bağımlılık olmadığı tespit edilmiştir. Fakat sosyal sermayenin inovasyonu açıklamada anlamlı çıkmamıştır. Burada varılan netice, bölgede olan bir inovasyonun gecikmeli olarak diğer bölgelere mekânsal etkide bulunduğu tespit edilmiştir. İkinci modele uygulanacak mekânsal modelin Sabit Etkili Mekânsal Hata Panel Veri modeli olduğu kabul edilmiştir. İkinci modelde de mekânsal bağımlılık tespit edilmiştir. Bu bağımlığın hem bölgesel hem de lokal olduğu tespit edilmiştir. Ayrıca bağımsız değişkenlerin bağımlı değişkeni açıklamada anlamlı bulunmuştur. Burada kişi başı geliri sosyal sermaye değişkeni açıklarken, inovasyon değişkinin açıklamadığı yüzde 5 önem düzeyine göre tespit edilmiştir. The aim of the study is to investigate the existence of social capital and innovation in the provinces of Kocaeli, Sakarya, Düzce, Bolu and Yalova in the TR42 Marmara Development Agency (MARKA) region. In this direction, two models have been developed. First, social capital explains innovation; Second, it is claimed that social capital and innovation explained per capita income. In the model to be created in this direction, it was also investigated whether the provinces affect each other spatially. In the study, traditional panel cointegration data analysis was primarily applied due to the feature of being both a cross section and a time series of social capital and innovation indices created from the data between 2007-2021, and cointegration among the data of the provinces was found to be significant in the model that is assumed to explain the innovation of social capital. As a result, it has been determined that the long-term coefficients of social capital do not affect innovation throughout the region. In addition, when the long-term coefficients at the provincial level are examined, the effect of social capital on innovation in Kocaeli, Sakarya and Bolu provinces is significant. As a result of the tests made with spatial effect, it was accepted that the first model required for the study was the Fixed Effect Spatial Lag Panel Data (SAR) model. In the tests, it was determined that there is spatial dependence throughout the region and that there is no spatial dependence within the provinces. However, the innovation of social capital was not significant in the explanation. The conclusion reached here is that an innovation in the region has a delayed spatial effect on other regions. It is accepted that the spatial model to be applied to the second model is the Fixed Effect Spatial Error Panel Data model. Spatial dependence was also detected in the second model. It has been determined that this dependence is both regional and local. In addition, the dependent variable of the independent variables was found to be significant in the explanation. Here, while the per capita income explains the social capital variable, innovation is determined according to the 5 percent significance level that the variable does not explain.
