XIII. yüzyılda Şirazlı Sadi'nin Nasîhatü'l-Mülûk'ü, XIV. Yüzyılda Emir Timur'un Tüzükâtı, XV. yüzyılda Ali Şir Nevai'nin Mahbûbu'l-Kulûb'u, XVI. Yüzyılda Lütfi Paşa'nın Asafnâmesi ve XVII. yüzyılda Koçi Beyin Risaleleri siyasetnâme türünün ana kaynakları olarak kabul gören eserleridir. Eğitici ve öğretici özellik taşıyan bu eserler, konusu, kapsamı ve taşıdığı güçlü ve sağlam argümanları itibarıyla de yazıldıkları dönemin yapı taşları sayılmaktadır. Bunun yanı sıra eserlerin yazar kadrosunun yaşadıkları döneme damga vuracak siyaset bilgisi, tecrübesi ve devlet kademelerinde sahip oldukları güçlü pozisyonları, birçok alanda olduğu gibi siyasetnâme yazarlığında da kendilerine haklı bir şöhret kazandırmıştır. Taşıdıkları öneme rağmen bir siyasetnâme türü olarak çok az çalışma ve değerlendirme konusu olan eserler, kültür tarihimizi önemli kısımlarına ışık tutacak nitelikte olup, doktora tezi kapsamında çalışmaya değer bulunmuştur. Ayrıca çalışma konumuzun tarihi açıdan sınırlandığımız Türk- İslam dünyasında bir medeniyet teşkil edecek gelişlerin yaşandığı 13.-17 yüzyıllar arası, Türk devletlerinde gelişme, genişleme ve duraklama dönemlerinin yaşandığına şahit oluyoruz. Bu yüzden söz konusu yüzyıllardaki gelişmelere ışık tutması açısında yukarıda sözü geçen eserler işbu doktora tezinin konusu olarak seçilmiştir. Tezde yeni bir teori olarak geliştirilen Gömülü Teori (Grounded Theory) uygulamasıyla, Siyasetnamelerde hedeflenen reform ve toplumsal inşa hareketleri değerlendirilerek hangi siyasal teorileri içerdikleri ortaya çıkarılmaya çalışılmıştır. 13th Century Nasihatu'l-Muluk of Sadi Shirazi in the 14th Century, The Charter of Emir Timur in the 15th Mahbûbu'l-Kulûb of Ali Şir Nevai , the 16th Century The Asafnâme of Lütfi Pasha in the 17th Century Koçi Bey Treatises are accepted as the main sources of the genre of politics. These works, which are educational and instructive, are considered the building blocks of the period in which they were written, in terms of their subject, scope and strong and solid arguments. In addition, the political knowledge and experience of the writers of the works, which will mark the period in which they lived, and their strong positions at the state levels, have earned them a well-deserved reputation in politics as in many other fields. Despite the importance they carry, the works, which are the subject of very little study and evaluation as a type of policy, are in a quality to shed light on important parts of our cultural history and were found worthy of study within the scope of the doctoral thesis. In addition, we witness periods of development, expansion and stagnation in Turkish states between the 13th and 17th centuries, when the arrivals that will constitute a civilization in the Turkish-Islamic world, where our study subject is historically limited. For this reason, the above-mentioned works have been chosen as the subject of this doctoral thesis in order to shed light on the developments in the mentioned centuries. İn the thesis, with the application of the Grounded Theory, which was developed as a new theory, the reform and social construction movements targeted in the Political Books were evaluated and it was tried to reveal which political theories they included.
