Industrialplans, which were prepared for the purpose of distributing public resources andindustrial investments in the first years of the Republic, have changeddimension with the establishment of the State Planning Organization. On these plans aspired to social, economic andcultural development, regional policies have also had increasing importance. As a matter of fact some changes have occurred in the policies applied to iron out the imbalanceamong the regions, also on the concept of region and the point of view ofregional politics, particularly depending on the trends of globalization andlocalization. In this context, inthe study, the extent to which these changes have been reflected in the developmentplans is addressed and it is aimed to showthe transformation of regional policies applied during the Planned Developmentperiod which started with the 1960s. In the study, the changes in the concepts of region,regional progress and regional development in the plans prepared from the FirstFive Year Development Plan to the Tenth Five Year Development Plan are examinedin order to show the change in the concept of region. As a result; it is foundthat regional development policies that could not be effectively implementedbefore the Planned Period has been considered to be more important after thePlanned Period and this issue has been reflected effectively in the developmentplans.Cumhuriyetin ilk yıllarında kamukaynaklarının ve sanayi yatırımlarının dağıtılması amacıyla düzenlenen sanayiplanları, Devlet Planlama Teşkilatı’nın kurulması ile boyut değiştirmiştir.Sosyal, ekonomik ve kültürel bir kalkınma amaçlayan bu planlarda bölgeselpolitikalar da artan bir öneme sahip olmuştur. Nitekim bölgeler arasındakidengesizliğin giderilmesine yönelik uygulanan politikalarda da özellikleküreselleşme-yerelleşme eğilimlerine bağlı olarak bölge kavramına ve bölgeselpolitikalara bakış açısında da değişiklikler meydana gelmiştir. Bu bağlamdaçalışmada; meydana gelen bu değişikliklerin kalkınma planlarına ne ölçüdeyansıdığı ele alınmakta ve Türkiye’de 1960’larla beraber başlayan PlanlıKalkınma Döneminde uygulanan bölgesel politikaların dönüşümünü göstermekamaçlanmaktadır. Bölge kavramındaki meydana gelen değişimi gösterebilmek adınaBirinci Beş Yıllık Kalkınma Planından başlayarak Onuncu Beş Yıllık KalkınmaPlanına kadar hazırlanan planlarda yer alan bölge, bölgesel gelişme ve bölgeselkalkınma kavramlarındaki yaşanan değişim çalışmada incelenmiştir. Çalışmasonucunda; planlı dönem öncesinde etkin bir şekilde uygulanamayan bölgeselkalkınma politikalarının planlı dönem sonrasında daha çok önemsendiği ve buhususun kalkınma planlarına etkin bir şekilde yansıdığı görülmüştür.
