Informal economy might take a place in almost every country which its density cannot be explored easily. The main purpose of this struggle is to wipe out or at least to decrease the level of informalness. Substantial amount of informal economy consists of tax-exempt incomes. Thus, in order to stop informal economy, auditing system emerges as the most important element: An independent supreme auditing board might organize systematic on-site and off-site auditing
Sınırları tam ve kesin olarak bilinemeyen kayıtdışı ekonomi hemen hemen her ülkede rastlanan evrensel bir olgudur. Kayıtdışı ekonomiyle mücadelede amaç, tamamen ortadan kaldırılamasa da asgariye indirilmesi olmalıdır. Kayıtdışı ekonominin önemli kısmı vergi dışı kalan gelirlerden oluşmaktadır. Bu nedenle kayıtdışı ekonominin önüne geçilebilmesi için önemli unsurlardan biri denetim sistemi olmaktadır. Bu sistemin, yerinde denetim sağlayacak, uzaktan denetimi güçlendirecek özerk bir üst kurul oluşturularak organize edilebileceği düşünülmüştür
