Türk Kamu Yönetimi’nde (TKY) bağımlılık sorununu aşmaya yönelik olarak, dijital çağ ve kanıt temelli anlayış (KTA) önemli imkânlar sunmaktadır. Bu maksatla çalışmada, KTA çerçevesinde bir model önerisi ortaya koymak amaçlanmıştır. TKY’de KTA için oluşturulacak modele kaynaklık edebilecek kanıt temelli yönetim ve kanıt temelli kamu politikası yaklaşımları incelenmiştir. Bu yaklaşımların, yönetenler-politika yapıcılar ile bilim dünyası arasındaki kopukluğu gidermeyi amaçladığı görülmüştür. Çalışmada önerilen modelde, kanıt temelli anlayış için getirilen demokrasi, teknokrasi, managerialism ve kanıtın tahakküm ilişkilerini meşrulaştırma için kullanılması üzerinden yapılan eleştiriler dikkate alınarak, KTA’nın asıl amacının vatandaş ile bilim dünyası arasındaki kopukluğu gidermek ve toplumun kendi gerçek menfaatleri konusunda bilinçli olmasını sağlamak olması gerektiği sonucuna varılmıştır. Bu doğrultuda, iktisadi-siyasi-toplumsal gerçekliği göz önünde bulunduran, dijital çağın topluma sunduğu imkânları kullanan, sorgulayıcı, bütünlükçü, çok disiplinliliği ve metodolojik çoğulculuğu dışlamayan, eleştirel sosyal bilimin sunacağı imkânları vurgulayan KTA çerçevesinde bir model önerisi sunulmuştur.
The digital age and evidence-based concept (EBC) has provided important oppotunities on the basis of overcoming the dependency problem in Turkish Public Administration (TPA). Therefore, in this study, it’s aimed to suggest a model in the framework of EBC. Evidence-based management and evidence-based public policy approaches, which can be the source for EBC in TPA, has been analyzed. It has been to understood that these approaches have the tendency to eliminate the disconnection between managers-policy makers and science world. In the model proposed in this study,it has concluded that EBC’s main aim is to eliminate the disconnection between citizen and science world and provide the consciousness about the society’s own interest by taking into consideration of critics for EBC which are about democracy, technocracy, managerialism and using the evidence to legitimate domination relations. Accordingly, it has been suggested a model in the framework of EBC, emphasizing the opportunities of the critical social science, considering economic-politics-social realities, using the opportunuties of the digital era, questioning, being holistic, and not excluding multi-disciplinary and methodological pluralism.
