Increasing use of digital tools is also beneficial, and public institutions and organizations, which are supposed to produce public goods and services, should provide the best compensation for citizen expectations to society members who are conscious and communicate. For this, institutional structure and operation should adapt to technology, and effective management of performance including economics-productivity-effectiveness triple should be started. Managing the performance is the most important production element, human resource. Therefore, it is necessary to give importance to performance and to manage it to measure the individual performance of human resources as much as necessary in order to influence the institutional performance of institutions. The institution should manage the performances of the human resources, determine / measure the performance in digital environment in particular, and then reward, upgrade and charge the institutional human resources according to the positive results obtained from this process. Today, performance measures are monitored digitally and a "performance based wage system" can be established. In this paper, the theoretical basis of the system will be emphasized; then the PTT example will be explained as a public institution that systematically installs and implements the performance based charging method in the institutional environment.Dijital araçları giderek daha çok kullanmanın da olumlu etkisiyle bilinçlenen ve iletişime geçen toplum üyelerine, kamusal mal ve hizmet üretmesi gereken kamu kurum ve kuruluşlarının, vatandaş beklentilerine en iyi karşılığı vermesi gerekmektedir. Bunun için kurumsal yapı ve işleyişin teknolojiye uyum sağlayarak, ekonomiklik-verimlilik-etkililik üçlüsünü kapsayan performanslarının etkin yönetimine geçilmelidir. Performanslarının yönetilmesi en önemli üretim unsuru, insan kaynağı olmaktadır. Dolayısıyla, kurumların kurumsal performanslarına etkisi açısından gerektiği kadar, insan kaynaklarının bireysel performanslarını ölçmek için de performansa önem vermek ve yönetmek gerekmektedir. Kurum insan kaynaklarının performanslarının yönetilmesi, performansın özellikle dijital ortamda belirlenmesi/ölçülmesi, daha sonra da bu işlemden elde edilecek olumlu verilere göre kurum insan kaynaklarının ödüllendirilmesi, yükseltilmesi ve ücretlendirilmesi yoluna gidilmelidir. Günümüzde performans ölçütleri, dijital olarak izlenmekte ve “performansa dayalı ücret sistemi” kurulabilmektedir. Bu çalışmada, söz konusu sistemin teorik temelleri üzerinde durulacak; daha sonra da performansa dayalı ücretleme yöntemini, kurum içi ortamda sistemli biçimde kuran ve uygulayan bir kamu kurumu olarak PTT örneği açıklanacaktır.
