Together with the economic policies developed since the 1960’s and the technological policies which complemented the economic policies, South Korea joined the ranks of the other ındustrialized countries by the 1990’s by achieving technological capabilities. The system which was based on the growth model based on export with the correct financial incentives and directives, export was supported with technological policies and thus, became successful in the automotive ındustry as in all the other industrial fields.Turkey has been exerting efforts to build an automotive industry, which it had inherited from the Ottoman empire, after the proclamation of the Republic. The first attempt to build anautomotive industry after the proclamation of the Republic was the Ford Motor factory established at Tophane, Istanbul. Turkey’s choice was to allow the importation of vehicles and to let the foreign capital establish production facilities. Within this framework production facilities were established until the 1960’s with licensing agreements and importation of automobiles was still permitted. With the InstallationIndustry Regulation accepted in the 1960’s ımportation of automotive parts was made difficult to promote the development of the local spare parts industry. This policy which aimed at manufacturing the copies of the parts originally manufactured abroad was supported with the import substitute ındustry strategy, and in spite of the founding of the TUBITAK (Scientific and Technical Research Council of Turkey) in 1963, a technological policy which would allow for technological capability, was not constituted until the 1980’s. In the 1970’s automobile production facilities were established with licensing agreements, and inthe 1990’s production facilities continued to be established through licensing agreements.What lies beneath South Korea’s success was that it continued to import automotive parts and almost completely banned the importation of automobiles and encouraged the production of local automobiles which was supported by the policy to support exportation.South Korea was able to harmonize the economic policies with the technological policies.As of the 1990’s Turkey changed its economic policy and began to implement a growth model based on export. However changes were not made in the other political elements compatible with the changes in the economical policy. The Production Industry Regulation which replaced the Assembly Industry Instructions only mentioned the need for the improvement of quality Although Turkey’s first Science and Technology Policy was published in 1983, no sufficient progress was made in the development of technology and acquining the technology development apabilityability. Although other documents were published for the creation of technological policie after this first text, Turkey continued with the technology transfer policy for economic growth.Bu makalede; Güney Kore ve Türkiye ekonomik büyüme deneyimleri karşılaştırılmıştır. Makalenin amacı; Güney Kore‘nin Türkiye’den ekonomik olarak daha büyük bir hızla büyümüş olduğu tarihsel süreci, otomotiv sanayi penceresinden bakarak açıklayabilmek olmuştur.Güney Kore 1960’lı yıllardan itibaren oluşturduğu iktisat politikaları ve bunu tamamlayıcı teknoloji politikaları uygulamaları ile birlikte, 1990’lı yıllara gelindiğin de, diğer sanayi dallarında olduğu gibi otomotiv sanayinde de teknoloji geliştirme yeteneğini elde ederek, sanayileşmiş ülkeler arasına girmiştir. İktisat politikaları çerçevesinde, ihracata dayalı büyüme modeli ve doğru mali teşvik ve yönlendirmelerle oluşturulmuş olan sistem, teknoloji politikaları ile desteklenmiş ve böylece tüm sanayi alanlarında olduğu gibi otomotiv sanayinde de başarı söz konusu olmuştur.Türkiye ise Osmanlı Devleti’nden devraldığı otomotiv sektöründe, otomotiv sanayini oluşturabilmek amacıyla Cumhuriyet’in ilanından itibaren çaba içinde olmuştur. Cumhuriyet’in ilanından sonra İlk otomotiv sanayi girişimi, İstanbul Tophane mevkiinde kurulmuş olan Ford Motor fabrikası olmuştur. Türkiye’nin tercihi otomobil ithalatını ve yabancı sermayenin üretim tesisi kurmasını serbest bırakmak olmuştur. Bu çerçevede 1960’lı yıllara gelinceye kadar otomotiv sanayinde lisans anlaşmaları yolu ile üretim tesisleri kurulabilmiş ve otomotiv alanında ithalat serbest olmaya devam etmiştir. 1960’lı yıllarda kabul edilmiş olan Montaj Sanayi Talimatı ile otomotiv sanayinde parçaların ithali zorlaştırılmış ve yerli parça sanayinin gelişimi özendirilmek istenmiştir. Sadece yurt dışında üretilen parça örneklerinin yerli taklitlerini üretmeye yönelik bu politika, ithal ikameci sanayileşme stratejisi ile desteklenmiş, 1963 yılında kurulmuş bulunan TÜBİTAK’a rağmen 1980’li yıllara gelinceye kadar teknolojik yetenek oluşumunu sağlayabilecek bir teknoloji politikası oluşturulamamıştır. 1970’li yıllarda lisans anlaşmaları ile otomobil üretim tesisleri kurulmuş, 1990’lı yıllarda da lisans anlaşmaları yolu ile üretim tesisleri kurulmaya devam etmiştir.Güney Kore’nin başarısının altında ise otomotiv parçalarının ithalini teşvik edip, otomobil ithalini neredeyse yasaklaması ve yerli otomobil üretimini özendirerek, bunu ihracata dayalı büyüme modeli çerçevesinde ihracatı teşvik etme politikası yatmıştır. Güney Kore bu iktisat politikalarını uyumlu teknoloji politikaları ile de bir araya getirebilmiştir.Türkiye 1980’li yıllarla birlikte iktisat politikası tercihini değiştirerek ihracata dayalı büyüme modelini uygulamaya başlamıştır. Ancak bu iktisat politika değişikliği ile uyumlu diğer politika unsurlarında değişikliğe gidilememiştir. Montaj Sanayi Talimatı yerine getirilen İmalat Sanayi Yönetmeliği ise sadece kalitenin artırılması gerekliliğini zikretmiştir. 1983 yılında Türkiye’nin ilk Bilim ve Teknoloji Politikası belgesi 1983 yılında yayınlanmış olmasına karşın, teknoloji geliştirebilme ve teknoloji geliştirme yeteneğinin kazanılması konusunda yeterli ilerleme kaydedilememiştir. Bu ilk belgenin ardından teknoloji politikasını oluşturmaya yönelik başka belgelerde yayınlanmış olmasına karşın, teknoloji transferi ile ekonomik gelişme sağlama politikasına devam edilmiştir.
