<p style="text-align: justify;"><strong>OSMANLI DEVLETİ’NDE BÜTÇENİN VE BÜTÇE HAKKININ TARİHSEL GELİŞİM</strong></p><p style="text-align: justify;"><strong>ÖZ </strong></p><p style="text-align: justify;">Çalışmada Osmanlı Devleti’nde bütçe ve bütçe hakkının tarihsel gelişiminin incelenmesi ve araştırılması amaçlanmıştır. Modern anlamda bütçe hakkının elde edilmesi açısından Osmanlı Devleti, geç kalmış bir ülkedir. Osmanlı Devleti’nin kuruluş yıllarında bütçeye dair gelişmeler olmakla birlikte bütçe hakkı açısından yasal bir adım atılmamıştır. Tanzimat öncesi dönemde devlete ait gelir ve giderlerin yer aldığı defterler bulunmakla birlikte günümüzdeki anlamıyla bir bütçe anlayışı gelişmemiş; bütçe konusunda geleneksel usuller kullanılmaya devam edilmiştir. Bütçe hakkının parlamentonun yetkisine geçmesi büyük zorluklar sonucu ancak 19. yüzyılda gerçekleşebilmiştir. Bütçe hakkı, Birinci Meşrutiyet döneminde hazırlanan 1876 Anayasası ile kazanılmış ve anayasada vergilerin kanuniliği, vergilerin ve bütçelerin yıllık olması, gelir ve giderlerin bölümler halinde onaylanması ilkeleri ve kesin hesap kanunu ile Sayıştay denetimi düzenlenmiştir. Fakat söz konusu hükümlerin uygulanması yaşanan tarihi olaylar nedeniyle ancak 1908 yılında II. Meşrutiyet döneminde gerçekleşebilmiştir. <p style="text-align: justify;"><strong>HISTORICAL EVOLUTION OF BUDGET AND POWER OF PURSE IN THE OTTOMAN STATE</strong></p><p style="text-align: justify;"><strong>ABSTRACT </strong></p><p style="text-align: justify;">In the study it is intended to research and analyse the historical evolution of budget and power of purse in the Ottoman State. In terms of contemporary definition of the power of purse, the Ottoman State has been a latecomer. In the foundation period of the Ottoman State although there were some developments about budget, no legal step was taken in terms of the power of purse. Despite some state records of public income and expenses that were kept in the ex-Tanzimat period, a modern budget perception did not develop and traditional methods were used for budgets. The delegation of the power of purse authority to the parliament was hardly realised in the 19th century with troubles. The power of purse was attained with the 1876 Constitution prepared in the First Constitutionalist Period and in the Constitution, the principles of the legality of taxes, the annualization of taxes and budgets, and the approval of incomes and expenses by divisions and the Law of Settlement and the supervision of the Court of Accounts were enacted. However the application of the aforementioned provisions was only realised at the 2nd Constitutional Period in 1908 due to some historical events. Consequently, in terms of this attainment, rather than the revolutions and reforms the active roles of intellectuals, bureaucrats and politicians were remarkable in the Ottoman State.</p><p style="text-align: justify;"><strong>Keywords:</strong> Budget, Power of purse, History of budget, Ottoman Budget History</p>
