The press, meeting the needs of the community to get news, became both information and idea communication tool in time, and became a spokesperson for the citizens. The press, with its control and criticism power, could not stay out of the political development. Because the press was the public expression of freedom of expression through writing, it gave responsibility to embody freedom of political power in this respect. However, that the press criticized the political power started a conflict between the press and the political powers, and as a result of this fight, while the political power was trying to take restrictive measures against the press, power opponents tried to ensure the freedom of it. The subject of our study is the change in the law in accordance with the amendments of some of the agents of Matbuat Law dated 1931 which started after the 1946 elections in the transition of multi-party life and came to the agenda of T.N.A with suitable law amendments for democratic life, the negotiations on these issues and how the amendments of Matbuat Law, which were enacted after these negotiations, reflect to the day of the press.
