While the social security approach in industrialized countries was created to overcome the negative effects of the risks faced by the working class and the whole society, It was developed in different conditions in the Ottoman Empire. Modern social security practices started with pension funds that regulate the disability and pension status of soldiers and officers.This study aims to explain the development of social security practices in the modern sense until the end of the national struggle in terms of arrangements made for relatives and disabled soldiers. In the study conducted by scanning the literature, studies on the sections of the Turkish society that need social protection as a result of the long war years were examined. Modern social security systems in the world have developed primarily to provide individual economic and social security to the working class. It has improved on the basis of the relatives of the martyrs and the injured soldiers in the Turkish society, who can continue their lives without needing a community. Relatives of martyrs and wounded soldiers increased the spirituality and belief of the army during the National Struggle period, while reinforcing the trust in the new Turkish State.Sanayileşmiş ülkelerde sosyal güvenlik yaklaşımı işçi sınıfının ve sonrasında toplumun tamamının karşılaştığı risklerin yarattığı olumsuzlukları gidermek için oluşturulmuşken; Osmanlı İmparatorluğunda farklı şartlarda gelişmiştir. Modern sosyal güvenlik uygulamalarına asker ve memurların maluliyet ve emeklilik durumlarını düzenleyen emeklilik sandıkları ile başlanmıştır.Bu çalışma, milli mücadelenin sonuna kadar olan süreçte modern anlamda sosyal güvenlik uygulamalarının gelişimini şehit yakınları ve malul askerlere yönelik yapılan düzenlemeler yönünden ele alarak açıklamayı amaçlamaktadır. Literatür taranarak yapılan çalışmada, uzun savaş yılları sonucunda Türk toplumunun sosyal korumaya ihtiyaç duyan kesimlerine yönelik çalışmalar incelenmiştir. Dünyada modern sosyal güvenlik sistemleri öncelikli olarak işçi sınıfına bireysel ekonomik ve sosyal güvence sağlamak için gelişmiş iken Türk toplumunda şehit yakınları ve yaralı askerlerin toplum içerisinde muhtaçlık yaşamadan hayatlarını devam ettirebilmeleri temelinde gelişme göstermiştir. Şehit yakınları ve yaralı askerlere sahip çıkılması Milli Mücadele döneminde ordunun maneviyatını ve inancını artırırken, halk nezdinde yeni Türk Devletine olan güveni pekiştiren etki yaratmıştır.
