<p><br></p><p class="p2" style="margin-bottom: 0px; font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 8.5px; line-height: normal; font-family: "Times New Roman";"><span class="s1" style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 12px; line-height: normal;"> </span>Ülkemize 2011 yılında zorunlu göçle gelen Suriyeli mülteciler kentlerde, “sığınak” biçiminde belirli kent parçalarında zorlu koşullar ve düşük yaşam kalitesi içerisinde yaşamlarını sürdürmektedirler. Türkiye’de özellikle 2013 yılından itibaren Suriyeliler ve yaşam koşullarıyla ilgili çeşitli çalışmaların yapıldığı, kent planlama literatüründe ise 2018 yılından itibaren Suriyeli mültecilere yönelik “barınma ve kentsel hizmetlere erişim sorunları”, “dışlanma”, “uyum” vb. çerçevesinde çalışmalara yer verildiği görülmektedir. Yurtdışındaki bilimsel çalışmalar ise “Mültecilerin kentsel deneyimleri” ve “çok kültürlülük ve planlama” kapsamında ele alınmıştır. Mültecilere yönelik olarak, hukuksal alanda birçok Uluslararası sözleşmenin geliştirildiği görülmektedir. Avrupa Kentsel Şartında tanımlı Kentli Hakları içerisinde, özellikle “Katılım, Eşitlik ve Kültürler Arası Kaynaşma” hakkının Mültecileri de kapsadığı saptanmıştır. Bu makalede, Mersin ili Tarsus kentinde (düşük, orta ve yüksek nitelikli konutlarda) yaşayan Suriyeli Mültecilerin mevcut yaşam koşulları, karşılaştıkları farklı boyuttaki sorunlar, zorluklar ile talep ve beklentileri incelenmiştir. 150 kişi ile anket çalışması gerçekleştirilmiş olup, anket soruları; demografik yapı, sosyal, kültürel ve ekonomik yapı, mekânsal yapı, uyum, aidiyet ve memnuniyet durumu, mevcut sorunlar ile taleplerden oluşmaktadır. Buna ek olarak, ilgili kurum ve kuruluşların yetkilileri ile derinlemesine görüşmeler gerçekleştirilmiştir. Saha çalışmasından elde edilen bulgular neticesinde, kentsel politikalar ve eğitim, sağlık, istihdam, yerel mekanizmalara katılım, ayrımcılık, barınma ve kentsel hizmetler başlıklarında “Sosyal İçerme Eylem” planı önerilmiştir.<span class="Apple-converted-space"> </span></p>

It is noteworthy that various studies have been carried out on Syrians and their living conditions in Turkey especially since 2013, and “problems of access to housing and urban services”, “exclusion”, “adaptation” etc. in the framework of Syrian refugees have been included in the urban planning literature since 2018. On the other hand, scientific studies carried out abroad are discussed within the scope of "refugees' urban experiences" and "multiculturalism and planning". It is seen that many international conventions have been developed in the legal field for refugees. It has been determined that the "Participation, Equality and Cross-cultural Amalgamation" clauses defined in the European Urban Charter cover the Refugees, too. Within the scope of this article, the current living conditions, problems, difficulties, demands and expectations of Syrian Refugees living in Tarsus (low, medium and high quality housing) in Mersin province were examined. A questionnaire study was conducted with 150 people, survey questions consist of demographic structure, social, cultural and economic structure, spatial structure, harmony, belonging and satisfaction status, current problems and demands. In addition, in-depth interviews were held with the officials of institutions and organizations related to Syrian refugees. As a result of the findings obtained from the fieldwork, a “Social Inclusion Action” plan was proposed under the titles of urban policies and education, health, employment, participation in local mechanisms, discrimination, housing and urban services.<span class="Apple-converted-space"> </span></p>
