Kamu Denetçiliği Kurumu, daha yaygın bilinen adıyla Ombudsmanlık, toplumda şeffaflık ve adalet ilkesinin korunması adına denetim mekanizmasında önemli rol üstlenen bir kurum olarak değerlendirilmektedir. Bu kurum, vatandaşların kamu hizmetlerinden adil bir şekilde yararlanmasını sağlamak için önemli bir denetim aracı olarak işlev görmektedir. Özellikle, kamu personel rejimi konusunda aldığı tavsiye kararlarıyla dikkat çekmektedir. Bu kararlar, kamu kurumlarının personel politikalarını denetleyerek adaletin sağlanmasına katkıda bulunmaktadır. Kamu Denetçiliği Kurumu tarafından alınan tavsiye kararlarının değerlendirilmesinde, ChatGPT gibi yapay zekâ tabanlı geliştirilen uygulamaların kullanımının kurum tarafından alınan tavsiye kararlarının etkinliğini ve verimliliğini artırabilir. Bu çalışma da yapay zekâ teknolojilerinden biri olan ChatGPT’nin Kamu Denetçiliği Kurumunun kararlarının değerlendirilmesindeki potansiyelini incelemeyi ve bu teknolojinin potansiyelini tartışmayı amaçlamaktadır.

These decisions contribute to ensuring justice by supervising the personnel policies of public institutions. In this context, the institution’s use of new-generation technologies can increase the effectiveness of decision-making processes. For example, artificial intelligence technology can contribute to decision-making processes by analyzing large data sets quickly and objectively. ChatGPT, one of the artificial intelligence-based applications, can be an important tool in evaluating these recommendations. These technologies allow the organization to evaluate its decisions more comprehensively and effectively. The use of artificial intelligence-based applications such as ChatGPT in the evaluation of advisory decisions taken by the Ombudsman’s Office can help to evaluate the decisions more comprehensively and fairly. In this context, using artificial intelligence technologies can increase the effectiveness and efficiency of the Ombudsman’s advisory decisions. This study will examine the potential of ChatGPT, one of the artificial intelligence technologies, in evaluating Ombudsman decisions and emphasize the importance of this technology.
